Jo Antoons is an Attorney and Senior Counsel based in Fragomen's Brussels office, where she leads the Fragomen Consulting Europe Practice. In this role, she helps multinational organizations develop and implement strategic mobility solutions across Europe, combining legal expertise with innovative technology-driven approaches.

A recognized leader in government strategy and advisory services, Jo plays a key role in Fragomen's engagement with European institutions and other stakeholders to help shape immigration policies and regulatory frameworks throughout the region.

Jo is a respected authority on economic migration, frequently speaking at national and international conferences and seminars. She has contributed to major studies and projects for the European Commission, Organisation for Economic Co-operation and Development (OECD), International Organization for Migration (IOM), and the European Migration Network (EMN).

She also represents Fragomen in the EU-funded WE BUILD (Wallet Ecosystem for Businesses and Payment Use Cases on Identification, Legal Representation & Data Sharing) consortium. This initiative explores how European Digital Identity (EUDI) Wallets for individuals and EU Business Wallets for legal entities can streamline and accelerate the application, processing, issuance, and verification of A1 certificates and Posted Worker Notifications in Europe.
